Chris Lattner b06015aa69 move target-independent opcodes out of TargetInstrInfo ...

into TargetOpcodes.h.  #include the new TargetOpcodes.h
into MachineInstr.  Add new inline accessors (like isPHI())
to MachineInstr, and start using them throughout the 
codebase.
