Derek Schuff 438ec14ae8 Fix memory leak in unit test of Bitcode/BitReaderTest.cpp ...

Fixes obvious memory leak in test
TestForEofAfterReadFailureOnDataStreamer.  Also removes constexpr use
from same test.
