[libcxx][libcxxabi] Fix build for OpenBSD (#92186)

- No indirect syscalls on OpenBSD. Instead there is a `futex` function
which issues a direct syscall.

- Monotonic clock is available despite the full POSIX suite of timers
not being available in its entirety.
