Rafael Espindola 2339ffed97 Deprecate a few C APIs. ...

This deprecates:
* LLVMParseBitcode
* LLVMParseBitcodeInContext
* LLVMGetBitcodeModuleInContext
* LLVMGetBitcodeModule

They are replaced with the functions with a 2 suffix which do not record
a diagnostic.
