571162af6b CodeGen: Strip qualifiers from qualified array types in catches 
While we ran getUnqualifiedType over the catch type,
it isn't enough for array types.  Use getUnqualifiedArrayType instead.

This fixes PR21252.

247894b361 There is no such thing as typeinfo for a cv-qualified type. Assert 
that this is true when mangling, then fix up the various places in
Sema and/or CodeGen that need to remove qualifiers. Addresses a
linking issue when building LLVM with Clang.
