Tweak code completions for Objective-C Key-Value Observing. The

+keyPathsForValuesAffecting<Key> completion was mislabeled as an
instance method, and +automaticallyNotifiesObserversOf<Key> was
missing entirely. Fixes <rdar://problem/9516762>.
